Overview
Process Server in Uganda: How Service of Process Works
There is no Hague Service Convention route into Uganda; requests for Kampala or the Western Region need another channel. As a Commonwealth common-law jurisdiction, Uganda's High Court Civil Procedure Rules permit personal service, service by a court process server, or service through local counsel, with formal Letters Rogatory available as a treaty-independent fallback for U.S. litigants. Uganda's broader engagement with Hague Conference conventions remains limited, consistent with the pattern across much of East Africa.

Who Can Serve Legal Documents in Uganda
Uganda has a common-law legal system. Service of summons is governed by Order 5 of the Civil Procedure Rules, and summons must be served within 21 days of issue unless the court extends the time. Service is personal wherever practicable, or on an agent or adult member of the family, and is usually carried out by a court process server or bailiff.
There is no Hague Service Convention route into Uganda; requests for Kampala or the Western Region need another channel. For a U.S. case, a local agent who hands the papers over in person, in Kampala or out in the Western Region, is usually fastest; letters rogatory suit cases needing a court-to-court request. If you may later enforce a judgment in Uganda, for example against assets in Kampala, the method should also satisfy local law. Because English is official in Uganda, translation is usually optional; a Swahili version helps outside Kampala.
Typical documents include plaints and summonses to file a defence, court orders and notices.

Uganda and the Hague Conventions: Treaty Status
The Hague Service Convention lets member countries send documents to each other's Central Authorities for service. Uganda has not joined it, so that route isn't available, and the Convention's Article 10 rules on postal and private service don't apply. Whether those methods are acceptable depends on Uganda's law and on what your court allows.
Uganda is not a party to the Hague Evidence Convention, so requests for witness testimony or documents go through letters rogatory.
